Five decades of manufactured home lending
Santiago Financial, Inc. finances one kind of property, manufactured and mobile homes, in two states, California and Arizona, from one office in Tustin. Here is where the company came from and how a file is handled.
Santiago Financial, Inc. opened in 1975, serving manufactured home buyers in Orange County and Los Angeles County. The focus has not changed since: manufactured and mobile home lending. Today that means purchase loans, refinances, and land-and-home financing, whether the home sits in a land-lease community or on land you own. It is the only kind of property we finance.
Today the company’s office in Tustin, California serves buyers and homeowners across California and, since 2023, across Arizona as well. The move has its own short article, expanding from California to Arizona. A home in any other state cannot be financed.
Every application is reviewed individually, and all financing is subject to credit approval. What a specialist checks in a manufactured home file, and when, is explained on what a specialist lender does differently.
Alongside the loans, the office arranges manufactured home insurance quotes and sells comparable sales reports for California communities. A report is sales data, not an appraisal.
What handling a file here looks like
Manufactured homes only
Purchase, refinance, and land-and-home financing for manufactured and mobile homes, in land-lease communities and on owned land. Because we finance nothing else, a title held by a state agency, land someone else owns, or a community that must approve the buyer is ordinary work here, not an exception.
A person answers the phone
Call during business hours and you reach a member of the team. The staff page lists a phone number and email for each person, and a specialist follows up to tell you where the file stands and what is still needed.
Title and community approval, checked early
We check the home’s title, registration, and any existing lien at the start of the file, not the end. If the home is on leased land, the community’s resident approval is a separate review from ours, so we ask you to start it early.
Help in Spanish
Several members of the team assist clients in Spanish. The main pages of this site and a printable credit application are available in Spanish; the online application is in English.
The people who will handle your file

Cindi Lilly is the best. As first time buyers who knew nothing of the process, she was very kind and walked us through every step, patiently answering all our concerns. Her response time was very fast and made the pace of our application run quickly and smoothly. She made us feel important. She is a professional making the road to home ownership for us a success. We would highly recommend her.
I was referred to Santiago Financial from my agent. She wanted me to get pre-approved before making an offer on a mobile home. Right off the bat, they answered the phone directly without an automated directory, and that was a huge plus. I love how they kept me updated on the process and what they still needed. Great teamwork at Santiago — it didn’t matter who I spoke with, they were so helpful! I’m very pleased with them!
Our company has been working with Santiago Financial for 30 years plus. I would highly recommend them. Cindi Lilly and her staff are very helpful and are always there to answer your questions and to make sure your deal gets closed.
